After the trade is complete, a strange bit of dialogue occurs where the man will claim that the Raichu evolved. Perhaps this is leftover remenants of Pikachu's scrapped third form? This is the final trade you can do in the game, and for some reason, it is also the third trade you can do on Cinnabar Island.
For this trade, you will need to have a Venonat and the go back to the laboratory. Here you will find the final scientist that will want to trade you a Tangela. Keep in mind that you can do the lab trades in any order and that they are all available as soon as you reach Cinnabar Island.

The Seel will be named Seelor and won't come to gamers holding any items. In addition, this Seel will have a bold nature; this can be a great extra for taking on the gym. This trade will require trainers to capture a Pikachu and then buy a thunderstone to force it to evolve. Once they do, they will be able to trade their Raichu for an Electrode on Cinnabar Island. Like with Ponyta, you will need to visit the lab to find the trainer. Keep in mind that players can get Electrode pretty easily in the game and that this trade may not be worth it at this point in the game.
The Electrode named Esphere will have a hasty nature and won't come to trainers holding any items. This next trade will come from another trader located in the Cinnabar Island Lab. This time trainers will need to have caught a Venonat before arriving at Cinnabar in order to make this trade. Tangela can be caught near the island, making this a nonessential trade. The Tangela will come to them holding a stardust which can be sold for a little bit of money.
The Tangela will be named Tangeny and has a hasty nature. If they want to just catch a Tangela, try the grass patches near Pallet Town. Peter Parker's adventure into the metaverse could have been so much more.
